Rules Committee maps scope, identifies next priorities

Longmeadow Rules Committee clarifies its scope as a support function for the Moderator. The Town Meeting Rules Committee, with Chair John Quinlan and members Jerold Duquette, Larry Starr, and JJ Rodriguez present, defined its Charter scope: it serves as a support entity offering recommendations the Moderator may adopt or reject. The committee cannot hold warrant reviews, advise on warrant articles, propose Charter changes, or assist in committee appointments.

March 25 priorities include reviewing Moderator Townsend's 2026 Town Meeting policies and creating volunteer standard operating procedures. Member Starr will consult with Town Manager Simmons and Town Clerk Donnelly on volunteer responsibilities. Chair Quinlan deferred bylaw revisions to after the May 12 Annual Town Meeting.
